Arthur is an author of RIA State and Local Taxes, an influential national resource for lawyers and accountants and for the National Business Institute and Lorman, and other business and tax law publishers. He has also written a popular column on tax law for a leading Rhode Island daily newspaper and is a frequent lecturer to accountants and lawyers on estate and tax planning issues.
Arthur received a B.S. degree, cum laude, from Providence College, a J.D. degree from St. Louis University and an LL.M. Degree in Taxation from Boston University School of Law. He is a member of the Estate Planning Council and of the Rhode Island Bar Association Committee on Taxation. He is admitted to practice in Rhode Island, Massachusetts and Florida, as well as before the U.S. Tax Court and U.S. Court of Claims.
